MINUTES <br /> REGULAR CITY COUNCIL MEETING <br /> DECEMBER 8, 1993 <br /> Baldwin convened the meeting at 7:00 p.m. <br /> ALL MEMBERS PRESENT <br /> Baldwin, Ciernia, Gehrz, Gibson Talbot and Jacobs. Also present <br /> were Chenoweth, Hoyt and Kelly. <br /> MINUTES OF 11/24/93 APPROVED <br /> Council approved the Minutes of November 24, 1993 by unanimous <br /> consent. <br /> CONSENT AGENDA APPROVED <br /> Council approved the following Consent Agenda by unanimous consent: <br /> 1. Disbursements <br /> a. General Disbursements through 11/30/93, $74,127.08 <br /> b. Payroll, 11/16/93 11/30/93, $11,077.42 <br /> 2. Licenses (see attached list) <br /> 3. Adoption of Resolution R -93 -38 relating to transferring <br /> of funds <br /> 4. Scheduling a special council meeting for 12/16/93, <br /> 7:00 p.m. <br /> PUBLIC HEARING ON PROPOSED 1994 CITY BUDGET <br /> Baldwin opened the public hearing at 7:10 p.m. and turned the floor <br /> over to Ciernia for the budget presentation. <br /> Ciernia, using graphs and charts, presented a thorough explanation <br /> of the city's budget process and the proposed budget for 1994. He <br /> stressed that residential property owners' taxes would have <br /> actually been lower in 1994 if the county had not increased <br /> residential property values in the city. Ciernia also addressed <br /> many other issues including the percentage of taxes distributed to <br /> the governmental units in the county, how legislative action has <br /> affected the tax system, etc. <br /> Lowell Lundy, 1853 Moore indicated his taxes had increased 25% and <br /> wondered if the TIF district had any impact on that. Ciernia <br /> replied that TIF was not related to the increase but that the <br /> county had done an assessment of market values, determined that <br /> Falcon Heights values were very low, and therefore increased the <br /> value. He suggested that Mr. Lundy contact the county regarding <br /> his property value. <br /> Donna Senauer, 2292 Folwell, asked if the county had given the city <br /> some specific home value documentation prior to the increase to <br />
