MINUTES <br /> DECEMBER 8, 1993 <br /> PAGE 2 <br /> which Hoyt replied that the city was only provided an estimated <br /> gross amount, not individual values. <br /> Donald McVey, 1788 Lindig, inquired if values are partly based on <br /> sale of homes in the area, how large an area is considered? Hoyt <br /> stated the description of the county's valuation system, copies of <br /> which were available as a handout at the meeting, might be of help <br /> in explaining how values are determined. <br /> State Representative Mary Jo McGuire explained that many tax <br /> increases are not due to local governments, but due to state <br /> changes in the taxing system which were made by the state. She <br /> indicated she was not in favor of those changes and is serving on <br /> a task force which is looking at the entire tax system with a goal <br /> of changing the system. <br /> Baldwin read a letter from Senator John Marty indicating he feels <br /> the tax system is unfair and that he will work toward making a <br /> change. <br /> Carolyn Collins, 1603 Northrop, asked how the council could justify <br /> salary increases for city employees when others are not receiving <br /> increases. Baldwin explained that the overall base increase is <br /> 2.5% with a possibility of a 1.5% merit raise for the year 1994 <br /> only. He stressed that the city must maintain a competitive salary <br /> and that the largest cost increase is due to health insurance <br /> costs. Collins indicated she felt it was not proper to increase <br /> salaries by taking taxes from people who have had no additional <br /> income. <br /> Several other persons made comments on similar concerns and one <br /> attendee commended the council on a job well done. There being no <br /> others wishing to be heard the hearing was closed at 8:43 p.m. <br /> Baldwin explained that the budget will be adopted at a meeting <br /> being held December 16, 1993, 7:00 p.m as state regulations <br /> prohibit adopting the budget the same date as the hearing. <br /> ASSESSMENT HEARING ON DELINQUENT UTILITY CHARGES <br /> Baldwin opened the hearing on assessment of delinquent utility <br /> charges at 8:44 p.m. <br /> Finance Director Kelly explained that some of the accounts have now <br /> been paid and that the assessment roll must be amended to reflect <br /> this change. The total assessment will be lowered to $8,309.40. <br /> There being no one present wishing to be heard the hearing was <br />
