Meeting Date: 1/12/94 <br /> Agenda Item: P -1 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Discussion of commission terms with possible <br /> amendment to sections of the city code relating to commission <br /> terms. <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> Shirley Chenoweth, City Clerk <br /> EXPLANATION /SUMMARY: At the November 24th council meeting some <br /> questions arose regarding the reappointment of commissioners <br /> after the customary two consecutive three year terms have been <br /> served. Staff was requested to bring this back for discussion. <br /> Two commissions, planning and human rights, have regulations <br /> allowing for the additional service even though the city code <br /> specifies two consecutive three year terms for all commissions. <br /> Making provision for this additional service is especially <br /> important to the planning commission for the following reasons: <br /> 1. Continuity if the commission is in the process of <br /> ongoing study or project, it is critical to keep <br /> experienced members for an additional period of time <br /> for completion of the work. <br /> 2. Maintaining a full seven member commission is important <br /> and at times there may be a shortage of commission <br /> applicants. <br /> 3. The commission, which is governed by statute, is <br /> required to have a quorum in order to conduct business <br /> and make decisions. <br /> Some sections of the code addressing composition, residency <br /> requirements and terms for commissions are not presently <br /> compatible with the individual commission regulations stated in <br /> the administrative manual and staff recommends amending the code <br /> to remedy the situation.
