Meeting Date: 1/12/94 <br /> Agenda Item: P 2 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Proposed Resolution amending Section 5 -4.01, Subd. D(2) and <br /> Subd. E of the code relating to park facilities fees and uses. <br /> SUBMITTED BY: Parks and Recreation Commission <br /> Carol Kriegler, Parks and Recreation Director <br /> REVIEWED BY: Susan Hoyt, City Administrator <br /> EXPLANATION /SUMMARY: The following changes in the city code are proposed by <br /> the park and recreation commission and Carol Kriegler in an effort to <br /> facilitate the rental and use of park facilities. <br /> The three amendments are as follows: <br /> 1. The policy for Community Park building rental changed from two available <br /> rental periods per day to one. The change will eliminate the designated shifts <br /> and provide for the opportunity to rent the building for any 6 hour shift per <br /> day for a fee of $50.00, plus $5.00 per additional hour. The change is <br /> recommended due to the difficulty in conducting a "building check" and cleaning <br /> between rental shifts and because the constraints of the shift times might <br /> discourage building use and rental. <br /> 2. The park and recreation commission suggests that the current wording be <br /> modified by removing the example limits from the category of "neighborhood <br /> groups The commission feels that informal groups which promote the building <br /> of community should also be exempt regardless of the formality or informality <br /> of their structure. Examples of such informal groups include block parties and <br /> neighborhood gatherings and play groups. Established church groups, schools, <br /> private parties, university groups (e.g.Veterinary Dept.), private membership <br /> clubs (e.g. the Mineral Club, Citizens for a Constitutional Minnesota) and <br /> business groups are examples that would continue to pay a rental fee for <br /> facility use. These groups make up about 75% of facility use which averages <br /> three to six days per week throughout the year. Schools charge the city for <br /> using its space. <br /> 3. The park and recreation commission also suggests that area youth athletic <br /> associations (i.e. North Suburban Soccer Association, Roseville Area Little <br /> League) be included on the list of public service organizations allowed free <br /> use of public facilities. This would provide area youth athletic teams with <br /> the opportunity to reserve and use fields at times when the city's parks and <br /> recreation programs are not using the fields. Rental or "team use" of ice <br /> skating rinks would continue to be prohibited during all designated hours of <br /> public open skating. It is not anticipated that this change will significantly <br /> impact field availability for "pick -up" game play. <br /> ATTACHMENTS: a. Section 5 -4.01, Subd. D(2) and Subd.
