D. Volunteer fire and rescue service <br /> 1. The city operates its own volunteer fire and rescue service with <br /> trained EMT personnel. The city provides this service to the <br /> neighboring City of Lauderdale, which has a population of 2,700 <br /> people. (Lauderdale contracts with the City of St. Anthony for <br /> police service.) <br /> 2. The city's highest emergency demand is for emergency medical <br /> service. In 1993 the rescue squad made 182 rescue calls. The fire <br /> department had a total of 268 calls in 1993 (attachment 3.) <br /> 3. In 1993 the fire department's average response time was four <br /> minutes for emergency calls. <br /> E. Police related activity <br /> 1. The city has an involved citizenry. The city became the first city <br /> in Minnesota to have 100% participation in neighborhood watch. <br /> The city participates in the National Night Out activities in August <br /> of each year and received an award for its activities in 1992 and <br /> 1993. <br /> 2.
