Meeting Date: 1/26/94
Agenda Item: P 4
CITY OF FALCON HEIGHTS
ITEM DESCRIPTION: Proposed renewal of E Z Recycling Contract
SUBMITTED BY: Susan Hoyt, City Administrator
Shirley Chenoweth, City Clerk
REVIEWED BY: Solid Waste Commission
EXPLANATION /SUMMARY:
In 1993 the city took proposals for its curbside recycling service and accepted
a low bid from E Z Recycling. Overall the service from E Z has been
satisfactory with few administrative problems or complaints from residents. The
one year contract with E Z expires in March, 1994, therefore, it is time to
consider extending the contract for recycling. At the solid waste commission's
request staff contacted E Z about:
1. cost for service for 1994 with and without the "fifth" Friday
2. collecting additional materials
3. extending the contract for two to three years
E -Z PROPOSED THE FOLLOWING:
1. Cost for service
(all prices eliminate the 175 /month rebate to the city which is
factored into a 13 cent /household cost reduction)
a. Cost options:
without fifth Friday 1.35 /household
with fifth Friday (4 Fridays in 1994)- 1.42 /household
multi family (already weekly service) 567 /month
Total costs:
without fifth Friday 28,674 (a 14% increase over 1993)
with fifth Friday 29,810 (a 19% increase over 1993)
(This option represents a 17% increase in
time in service with four additional
Fridays)
b. E Z explained that the cost increase was due to the increased
gas tax, undependable markets, a 12% increase in recyclable
material in the city and bringing Falcon Heights prices closer
to other cities' costs.
c. The city collects 1.54 per household to cover this service.
Neither proposal requires a per household cost increase.
d. The second lowest bid received in 1993 was 32,929.
