2. Additional materials: <br /> E -Z said that additional materials would be considered for pick -up <br /> when markets were available. Junk mail was mentionned as a <br /> possibility in the near future. Cereal boxes are not a possibility <br /> because there is no market and recyclers that collect them are paying <br /> to dispose of them. <br /> 3. Terms for extending the contract: <br /> E -Z would extend the contract for 1995 and /or 1996 with a cost <br /> increase based on the consumer price index. This would have been <br /> about 3% for 1994. <br /> Applying a 5% cost increase to the highest proposed 1994 household <br /> rate of 1.42 /household for 1995 and 1996, the cost per household <br /> would continue to cover the city's current recycling fee of 1.54 <br /> per household. Therefore, a three year contract at this rate would <br /> probably not require a cost increase to homeowners unless the county <br /> recycling grant decreased. <br /> The solid waste commission recommended that the contract be extended at least <br /> two years, possibly three years to control the price increase, to keep service <br /> consistent and to save the time and money of requesting proposals. The solid <br /> waste commission did not recommend the fifth Friday collection because the <br /> commission felt residents have already been educated to the first and third <br /> Fridays for collection over the past eleven months. The commission also <br /> determined that despite the loss of the fifth Friday for most of 1993 that the <br /> city's recyclables increased by 12 therefore, the additional collection day <br /> would probably not result in an increased amount of recycling material. <br /> Staff notes that adding the fifth Friday increases the recycler's time in <br /> service by 17% and the overall cost to the city by 19 Without the fifth <br /> Friday there are no changes in service levels to the city and the cost increase <br /> is 14 <br /> Staff recommends considering the fifth Friday of collection for ease of <br /> understanding the service and extending the contract for a minimum of two or <br /> three years to keep service consistent and costs predictable. <br /> ATTACHMENTS: <br /> A Proposal from E -Z Recycling <br /> ACTION REQUESTED: <br /> Consider extending the city's recycling contract with E Z Recycling for two <br /> to three years. <br /> Determine whether the fifth Friday service is desirable. <br /> t mac v t tot gimlet t <br />
