JAN 11 '94 11 :05AM PETERSEN TEWS SQUI P.2/4 <br /> MINUTES <br /> Solid waste Commission Meeting <br /> December 9, 1993 <br /> Chair Marty McCleery called the meeting to order at 7:05 p.m. <br /> COMMISSION MEMBERS PRESENT: Laura Kuettel, Marty McCleery, Susan <br /> Smith, Shirley Chenoweth, staff representative, and Sam Jacobs, <br /> council liaison. <br /> C©NJMISSION CIDERS ABSENT: John Brynildson, Michael Haglund, John <br /> Hustad, Terry Iverson, Nancy Misr and Lyle Wray. <br /> APPROVAL OF MINUTLS OF NOVEMBER 4, 1993: Laura Kuettel moved and <br /> Susan Smith seconded the approval of the minutes of the November 4, <br /> 1993, meeting. <br /> ADDITION TO AGENDA: Laura Kuettel added to the agenda a <br /> discussion of E Z Recycling's performance. <br /> ANNUAL REPORT To CITY COUNCIL: Marty McCleery reported on his <br /> presentation of the Solid Waste Commission Annual Report to the City <br /> Council on December 8, 1993. The report was well- received. The <br /> following items in particular were discussed with the Council and, <br /> in follow -up, by the Commission: <br /> a. The Council's questions about the Commission budget, which <br /> the Commission had not addressed, led to a discussion of <br /> the Commission's involvement in financial and budgetary <br /> issues. Financial matters are not within the Commission's <br /> control, particularly because under the new recycling <br /> contract, the cost to the City does not vary depending on <br /> the amount collected. The Commission's role in financial <br /> and budgetary matters will be on the agenda for the January <br /> Commission meeting. <br /> b. The Commission asked the Council's assistance in recruiting <br /> new members to replace the three commissioners whose terms <br /> are ending. There was some discussion of the merits of a <br /> high school -aged member. Sam Jacobs indicated that the <br /> Maple Grove City Council includes a high school senior as a <br /> full voting member in conjunction with a civics class. <br /> Recruitment, including the possibility of a student <br /> commissioner or representatives of other specific groups <br /> such as commercial residents or multifamily residents, <br /> will be on the agenda for the January meeting. <br /> c. The Council expressed an interest in resuming "fifth <br /> Friday" recycling collection. Shirley Chenoweth pointed <br /> out that the City previously had collection on fifth <br /> Fridays for only one year, at the request of the previous <br /> recycling hauler. E Z has requested a longer contract; one <br /> possibility would be to negotiate a longer contract in <br /> exchange for fifth Friday collection without a substantial <br /> cost increase. Fifth Friday collection will be on the <br /> agenda for the January meeting. <br />
