City of Falcon Heights <br /> Memorandum <br /> DATE: 3 February 1994 <br /> TO: Mayor and Councilmembers <br /> FROM: Susan Hoyt, City Administrator <br /> RE: Update on the proposed reconstruction of Larpenteur Avenue <br /> Significance of the roadway to community identity <br /> Larpenteur Avenue is the major thoroughfare through the City of Falcon Heights. The <br /> quality and character of this roadway set the tone for many people who pass through <br /> the city on route elsewhere or to one of its prominent institutions the State Fair and <br /> the University of Minnesota. It is also the city's major commercial corridor. <br /> Therefore, it is imperative that the city carefully attend to any opportunities to <br /> improve the condition, safety and aesthetics on this county road. The city has this <br /> opportunity over the next two years. <br /> Background <br /> The Ramsey County Capital Improvement Program has included the proposed <br /> reconstruction of Larpenteur Avenue between Eustis and Dale Street for several years. <br /> In order to proceed with planning for this major project, the county initiated the <br /> Larpenteur Avenue Task Force in the fall of 1993. Representatives of St. Paul, <br /> Roseville, Lauderdale, Falcon Heights, the University, the State Fair and Gibbs Farm <br /> were included in the task force. In addition to these members, the city administrator <br /> invited the city engineer, two 1666 residents and one business owner to join her to <br /> represent the city's interests. <br /> In conjunction with the county's planning process, the city staff invited all business <br /> owners west of Arona Street to meet to discuss improvements they would like to see <br /> along Larpenteur Avenue during 1993. Staff also met several times with <br /> representatives of the U Golf Course, 1666 and the University to gather ideas on how <br /> to create opportunities for safety, accessibility and aesthetics as the process moves <br /> along. The University planner and city staff met with 1666 residents in the spring of <br /> 1993 to gather these residents ideas for future planning. Meetings with businesses <br /> east of Arona and with all apartment owners will come when plans are firmer. <br /> Recently, Fred Hoisington, the city's consulting planner, joined the staff team for <br /> planning Larpenteur Avenue to provide insights into how to use Larpenteur Avenue <br /> as a visual Zink throughout the city. <br />
