Meeting Date: 2/9/94 <br /> Agenda Item: P 4 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Update on the Larpenteur Avenue reconstruction planning <br /> process <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> Terry Maurer, City Engineer <br /> EXPLANATION /SUMMARY: <br /> The city staff will update the council on the Ramsey County Larpenteur Avenue <br /> reconstruction project between Eustis and Dale Streets. <br /> Staff recommends that the city council request the city administrator to write a letter <br /> to county officials stating the city's concerns about expediting the planning and <br /> reconstruction process (Attachment A). In brief, these concerns are: <br /> 1. Expediting necessary safety improvements <br /> 2. Answering business owners' future decisions about access and driveways <br /> 3. Carrying out local street project planning to minimize physical disruptions and <br /> to be fiscally prudent <br /> 4. Spending city money on planning only to unnecessarily repeat the effort <br /> 5. Avoiding being pressured into last minute decisions that don't represent the <br /> city's best interests due to project deadlines (e.g. Cleveland Avenue median) <br /> Staff also asks the council to consider having the city administrator explore the <br /> opportunity to have the county contract with the city to have the city design the <br /> Falcon Heights section of roadway to federal standards with county reimbursement <br /> to the city with ISTEA and County State Aid Highway (CSAH) dollars. <br /> ATTACHMENTS: <br /> A Memorandum from City Administrator dated 3 February 1994 <br /> ACTION REQUESTED: <br /> Update on the Larpenteur Avenue planning process. <br /> Request the city administrator to contact the county about city concerns. <br />
