Meeting Date: 2/9/94 Agenda Item: P 7 CITY OF FAL CON HEIGHTS REQUEST FOR COUNCIL CONSIDERATION ITEM DESCRIPTION: Proposed ordinance amending Chapter 5 4.01 (E) of the city code regarding facility use by municipal or public service organizations SUBMITTED BY: Susan Hoyt, City Administrator (Based upon the council recommendations made at the January 27, 1994 meeting) EXP LANATION /SUMMARY At the January 27, 1994 city council meeting the mayor and council directed the staff to amend the current ordinance governing the policy for groups that are not char ed 9 policy are fees for the use of city buildings. The purpose of the proposed changes in g to promote the growth of informal community and neighborhood gatherings. It is to also designed to specifically encourage community based hobby clubs with differen activities to reach out to a variety of ages, especially t community service outreach activity as part of their club activities. Any pcoup that t a meets one of the following three categories is permitted free use of city facilities. At this time staff does not anticipate any clubs or groups meeting these criteria that might not be desirable for the community. However, if such a group does meet the criteria and uses the city's facilities, staff recommends that the city put a moratorium on free use and re -visit this topic. Briefly, the stated: 1. Eligible municipal and public service organizations. 2. Informal Falcon Heights community and neighborhood plans. 3. Hobby or clubs with a Falcon Heights membership base, a community service element and an active effort for inter generational involvement, especially youths.
