Meeting Date: 2/9/94 <br /> Agenda Item: P 7 <br /> CITY OF FAL CON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Proposed ordinance amending Chapter 5 4.01 (E) of the <br /> city code regarding facility use by municipal or public <br /> service organizations <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> (Based upon the council recommendations made at the January <br /> 27, 1994 meeting) <br /> EXP LANATION /SUMMARY <br /> At the January 27, 1994 city council meeting the mayor and council directed the staff <br /> to amend the current ordinance governing the policy for groups that are not char ed <br /> 9 policy are <br /> fees for the use of city buildings. The purpose of the proposed changes in g <br /> to promote the growth of informal community and neighborhood gatherings. It is to <br /> also designed to specifically encourage community based hobby clubs with differen <br /> activities to reach out to a variety of ages, especially t <br /> community service outreach activity as part of their club activities. Any pcoup that <br /> t a <br /> meets one of the following three categories is permitted free use of city facilities. At <br /> this time staff does not anticipate any clubs or groups meeting these criteria that <br /> might not be desirable for the community. However, if such a group does meet the <br /> criteria and uses the city's facilities, staff recommends that the city put a moratorium <br /> on free use and re -visit this topic. <br /> Briefly, the stated: <br /> 1. Eligible municipal and public service organizations. <br /> 2. Informal Falcon Heights community and neighborhood plans. <br /> 3. Hobby or clubs with a Falcon Heights membership base, a community service <br /> element and an active effort for inter generational involvement, especially <br /> youths. <br /> ATTACHMENT: <br /> A Proposed ordinance amending chapter 5 4.01 (E)) <br /> B Current ordinance governing fees for public facilities <br /> ACTION REQUESTED; <br /> Discuss, clarify, revise as necessary and adopt proposed ordinance amending the <br /> policy governing organizations and groups that are not charged a fee for use of public <br /> facilities. p <br />
