Relocation Specialists <br /> Ken Helvey, Relocation Consultant <br /> REVIEWED BY: Susan Hoyt, City Administrator <br /> EXPLANATION /SUMMARY: <br /> The city received a 1993 Community Development Block Grant for 110,000 for the <br /> elimination of substandard housing and removal of blight in the community. The grant <br /> application was for 143,550. The $1 10,000 will cover the entire relocation costs <br /> associated with the project and some of the acquisition costs. The city entered into <br /> a purchase agreement with the owner in December, 1993. The closing date is <br /> tentatively scheduled for mid March, after the two tenants move to their new <br /> dwelling. <br /> Due to the complexity of the federal relocation regulations governing the federal <br /> community development block grant program, the city hired relocation specialists <br /> Conworth Inc. to carry out this mandated part of the project. The relocation <br /> specialists met with the two tenants and determined that they are eligible for the <br /> following relocation and moving benefits under Department of Housing and Urban <br /> Development guidelines. In brief, the guidelines compensate the tenants for the <br /> difference between what they are currently paying rent and what they would need to <br /> pay in rent for comparable housing for a period of 42 months. They are also <br /> compensated for moving expenses. The firm completed its work with the tenants and <br /> submitted the following claims: <br /> Mr. Douglas Resler relocation assistance 7,350.00 <br /> moving expenses 3,055.00 <br /> Mr. Robert Capistrant relocation assistance 7,350.00 <br /> moving expenses 1,645.00 <br /> Total relocation and moving expenses 19,400 <br /> ACTION REQUESTED: <br /> Approve the relocation and moving expenses as determined by Conworth Inc. to cover <br /> the relocation assistance and moving expenses mandated by the Department of <br /> Housing and Urban Development out of the city's 1993 Community Development <br /> Block Grant. <br /> CONSENTNERMONSENTERMONSENTINEECCINSENTRUCONSENTEECONSENr <br />
