Meeting Date: 2/23/94 <br /> Agenda Item: P 2 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> Item Description: Roseville Area High School request for use of Community Park tennis courts <br /> Submitted by: Carol Kriegler, Park Rec Director <br /> Reviewed by: Susan Hoyt, City Administrator <br /> Explanation /Summary: Hans Peterson, Roseville Area High School athletic director, has <br /> requested use of the Community Park tennis courts for use by the high school teams during <br /> the following times: <br /> Girl's Team: April 1 to June 1, 1994 <br /> 2:15 4:30 p.m. for practice (until 5:30 p.m. on meet days) <br /> Boy's Team: September 6 to mid October, 1994 <br /> 2:15 4:30 p.m. for practice (until 5:30 p.m. on meet days) <br /> The need for spring use request in its entirety is somewhat in question <br /> as bid documents and construction schedules are still being determined at <br /> this time. <br /> Mr. Peterson's effort to find alternative tennis courts for the teams is a result of the <br /> impending construction at the high school and the subsequent unavailability of the tennis <br /> courts. The tennis courts at Fairview, Evergreen Park (Brimhall) and the Community Park <br /> offer eight courts within a 2 -mile radius. Mr. Peterson considers this arrangement to be <br /> the best possible within the district. He has obvious concerns about spreading the teams <br /> out for practice sessions and meets. <br /> The city does not have a history of tennis court rental. Like the ice rinks, these <br /> facilities have been dedicated to casual "drop -in" use for the community. While court use <br /> decreases significantly during the fall, steady court use by the community is observed <br /> during the spring. Accommodation of this request will have a significant impact on tennis <br /> court availability for the community. It might most impact the junior high /young adult users <br /> who don't have access to transportation that would enable them to travel to another site. <br /> On the positive side, this arrangement will likely result in the refurbishing of the four <br /> tennis courts at Fairview which are currently in very poor condition. Those courts will then <br /> be available to better serve the community. The school district is also willing to assist the <br /> city with any maintenance necessary on city courts over the year. <br /> The city's policy for rental of city facilities to the schools is to charge the district's own <br /> prevailing rental rates for comparable facilities. The basis for this charge is to assist in <br /> recovering the operations and maintenance costs associated with facility use. The school <br />
