2. Provide an opportunity for the proposer to describe its complete police service <br /> and contract requirements. <br /> 3. Provide an opportunity for the proposer to identify how some specific services <br /> would be handled. <br /> 4. Provide an opportunity for Falcon Heights to understand how the proposed <br /> service meets the city's needs and financial constraints. <br /> Possible proposal recipients <br /> Once the request for proposals (RFP) is approved by the city council, staff <br /> recommends that the proposals be distributed to police service providers in nearby <br /> cities. These include: Roseville, Ramsey County, St. Anthony and St. Paul. Staff <br /> also recommends that all cities in Ramsey County get a letter explaining that Falcon <br /> Heights is requesting proposals for police service and that a copy of the proposal is <br /> available upon request. This recommendation stems from the understanding that cities <br /> are increasingly evaluating their service delivery models. Perhaps another city who <br /> contracts for police service or provides a contracted police service may be able to <br /> provide some useful information and ideas. <br /> Timetable <br /> Once approved by the city council, the request for proposals will be mailed within <br /> seven to ten days to all parties specified by the city council. The proposals are due <br /> on or before April 8, 1994. The city council may interview all proposers and select <br /> the one that best meets the city's service needs and budget constraints. It will be <br /> important to know what the anticipated cost of police service for 1995 is by July 31, <br /> 1994 for preparing the 1995 budget. <br /> Questions <br /> All possible proposers will be asked to direct all questions related to the RFP for police <br /> service to the City Administrator. <br /> ATTACHMENTS: <br /> A Draft Request for Proposal for Police Services <br /> ACTION REQUESTED: <br /> 1. Discuss the proposed request for proposals (RFP) for police services. <br /> 2. Recommend changes as necessary. <br /> 3. Approve the RFP for distribution. <br /> 4. Specify organizations to receive the full proposal and organizations to receive <br /> a letter explaining the proposal is available. <br />
