The city plans <br /> to seek proposals for police service starting at that time. Prior to preparing the <br /> request for proposals for police services, the city did a citywide survey of residents, <br /> business persons and fire and rescue personnel. The city also invited residents and <br /> business people to attend one of five neighborhood meetings to discuss future police <br /> services. <br /> Important aspects of policing to the community <br /> The information gathered from the neighborhood meetings and survey, as well as <br /> citizens' comments received over time, provided information about what people value <br /> in their police service. Briefly summarized, they are: <br /> a quick response to emergencies <br /> teamwork with the fire /rescue personnel <br /> a visible patrol on neighborhood streets and playgrounds <br /> easily accessible and friendly police personnel <br /> partners in crime prevention <br /> a commitment to the community <br /> This information was incorporated into the RFP. Almost all participants in the city's <br /> neighborhood meetings were notified by mail of the draft RFP and its consideration <br /> by the city council at its February 23, 1994 meeting. Staff also provided information <br /> to both the Bugle and the Focus News for communitywide coverage of the RFP. <br /> Proposal <br /> The attached draft request for proposals (RFP) is designed to accomplish the <br /> following: <br /> 1. Provide information about Falcon Heights and its policing needs to the <br /> proposer. <br />
