Meeting Date: 4/27/94 <br /> Agenda Item: P 1 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Consideration of proposals for police service <br /> PREPARED BY: Susan Hoyt, City Administrator <br /> EXPLANATION /SUMMARY: <br /> Background. <br /> In November, 1993 the city council approved the distribution of a citywide survey to all residents <br /> and business owners asking them what they wanted in their police service. This information, <br /> along with comments on police services received by the city over the past four years and <br /> comments made at four neighborhood meetings in December, 1993, was used to develop certain <br /> criteria in the city's request for proposals for police services that was distributed on February 24, <br /> 1994. On April 8, 1994 the city received four proposals for police services starting on January <br /> 1, 1995 from the City of Roseville, the City of St. Paul, the City of St. Anthony and Ramsey <br /> County. The city council received the proposals, comparative summaries and an analysis of these <br /> proposals prior to this meeting. The council scheduled this meeting for considering the police <br /> proposals, beginning with the presentations of the proposals by all proposers. The proposers were <br /> requested to concentrate on their organization's policing style and their proposed service in their <br /> presentations. <br /> PRESENTATIONS AND QUESTIONS <br /> 7 PM to 7:30 PM The City of St. Paul <br /> 7:30 to 8:00 PM The City of St. Anthony <br /> 8:00 to 8:30 PM The City of Roseville <br /> 8:30 to 9:00 PM Ramsey County <br /> DISCUSSION AND EVALUATION <br /> Following the presentations and questions, the council will discuss the police proposals. <br /> Staff analyzed the written proposals and finds that there are several options for service at varying <br /> levels of cost. Staff is not making a recommendation on the service provider since the <br /> presentations should provide additional insights into the proposed services and the fit between the <br /> provider and Falcon Heights. However, staff recommends that the proposal that best meets the <br /> services defined by community involvement be selected within the city's budget constraints. <br /> Under the recently terminated police contract the city would be budgeting 272,000 for police <br /> services in its 1995 budget. (This is 30,000 more than the 1994 budget due to some unique <br /> savings in 1994). By reviewing the 1994 budget, staff identified a few places where additional <br /> revenue of $70,000 is identified without impacting current operating services (but will impact <br /> contingency savings). However, the council's decision will impact the decisions made during the <br /> city's budgeting process this summer. <br />
