Page 2 <br /> Council Minutes <br /> March 23, 1994 <br /> Baldwin also will confirm the date with him and noted council's approval to use the <br /> city sign to advertise the event. <br /> REQUEST TO APPROVE THE CLEVELAND MEDIAN LANDSCAPING PLAN AND <br /> AGREEMENT WITH RAMSEY COUNTY REGARDING TAKEOVER OF THE MEDIAN BY <br /> THE CITY <br /> Linda Treeful, the city forester, presented the proposed landscaping project for the <br /> Cleveland Avenue median to be undertaken by the Ramsey County public works <br /> department. City staff worked with county staff and a MnDOT representative to <br /> develop a planting and maintenance plan for the median. Treeful indicated the county <br /> will not be able to obtain the trees and bushes desired in time for spring planting in <br /> 1994 so the project will be delayed until May, 1995. The plan is to plant 45 Japanese <br /> lilac trees down the median center flanked on either side by a row of 429 dwarf bush <br /> honeysuckle. The city will take over the care of the median two years from the <br /> established maintenance date which date is to be agreed upon by co- inspection by <br /> county staff and city forester. Hustad moved to approve the plan and agreement to <br /> take over the maintenance of the median after the two year post planting maintenance <br /> period is met and if all city conditions are met. Motion carried unanimously. <br /> CONSIDERATION OF THE PLANNING COMMISSION'S RECOMMENDATIONS <br /> REGARDING THE INTERIM DEVELOPMENT MORATORIUM INCLUDING PROPOSED <br /> RESOLUTION AMENDING THE COMPREHENSIVE PLAN, AMENDMENTS TO THE <br /> COMMERCIAL ZONING CODE ORDINANCES, AMENDMENTS TO THE LICENSING <br /> ORDINANCES, STUDIES AND RESOLUTIONS RELATED TO ADULT USES, PAWN <br /> SHOPS AND HIGH IMPACT SECOND HAND GOODS STORES AND AMENDMENTS TO <br /> THE INTERIM DEVELOPMENT MORATORIUM <br /> Hoyt summarized the proposed zoning code changes and proposed resolutions and <br /> ordinances relating to the commercial development moratorium. The material <br /> proposed had been the subject of a workshop held with the Planning Commission on <br /> March 9, 1994. After the summarization the change to incorporate pool halls and <br /> billiard parlors as a conditional use was discussed. One of the conditions listed <br /> was "no electronic games as a primary, secondary or accessory use Jacobs <br /> suggested it be changed to read "no electronic games." Gehrz inquired about the <br /> parking accommodations and exit /entrance requirements for this type of <br /> establishment. After a short discussion, Gehrz made the motion to accept all <br /> amendments, resolutions and ordinances recommended by planning commission <br /> relating to the interim development moratorium. Motion passed unanimously. <br />
