objects; excluding businesses which deal only in coins <br /> and not other precious metals. <br /> Secondhand Goods Store. Any store engaged in the <br /> business of selling or receiving tangible personal <br /> property which has been previously used, rented, owned <br /> or leased, but excluding stores which engage in the <br /> sale of any used: automobiles; electronic equipment <br /> such as stereos, cameras, computers, televisions, audio <br /> and video equipment, and similar equipment or <br /> appliances; jewelry and precious gems; or guns. Stores <br /> which engage in any pawning activity whatsoever fall <br /> within the definition of "pawn shop" and shall not be <br /> included within the definition of "second -hand goods <br /> store." <br /> Sexual conduct: Acts of masturbation, homosexuality, <br /> sexual intercourse, or physical contact with a person's <br /> unclothed genitals, pubic area, buttocks or, if such <br /> person be a female, her breast. <br /> Sexual excitement: The condition of human male or <br /> female genitals when in a state of sexual stimulation <br /> or arousal. <br /> Sadomasochistic abuse: Flagellation or torture by or <br /> upon a person clad in undergarments, a mask or bizarre <br /> costume, or the condition of being fettered, bound or <br /> otherwise physically restrained on the part of one so <br /> clothed. <br /> Therapeutic Massage Enterprise A person who operates a <br /> business which hires only certified therapeutic massage <br /> therapists to provide therapeutic massage to the <br /> public. The owner /operator of a therapeutic massage <br /> enterprise need not be certified as a therapeutic <br /> massage therapist if he or she does not at anytime <br /> practice or administer massage to the public. <br /> 2. Chapter 9 §9 -8.01, "B -1 Neighborhood Convenience District <br /> is amended as follows: <br /> Subdivision 1. Purpose and Intent. The purpose of the <br /> neighborhood convenience business district is to provide for <br /> small scale consumer goods stores and limited service <br /> establishments which deal directly with the customer by whom the <br /> goods and services are consumed. The maximum business size limit <br /> is 5,000 square feet. Some business areas may be further <br /> restricted by zoning regulations to avoid adverse impacts on <br /> residential neighborhoods. The district is primarily intended to <br /> serve the surrounding neighborhood rather than the entire <br /> community. It is designed to be accessible to retail customers <br /> from the nearby neighborhoods, to be compatible with the <br /> character of the neighborhoods, and to minimize the blighting <br /> influence on surrounding residential neighborhoods by limiting <br /> and controlling of the uses that are permitted. <br /> 3 <br />
