Some residents reportedly dislike the greater <br /> accumulation of recyclables in months which have a fifth <br /> Friday, but experience with Knutson also showed that fifth <br /> Friday collection resulted in substantially reduced <br /> collections the following week (which is the first Friday <br /> of the next month). E Z did not quote a lower price for <br /> collection on just the first and third Fridays of each <br /> month, but it will obviously save money if it does not do <br /> an additional collection in months with a fifth Friday. <br /> The Commission recommends that the City not reinstate fifth <br /> Friday collection and that it request a corresponding <br /> reduction in E Z's proposed rates. <br /> e. ,Sot Market Prices. Under the Knutson contract, the City <br /> got a rebate based on the prices at which recyclables were <br /> sold. As part of this process, Knutson provided spot <br /> market prices with its reports to the City. The Commission <br /> recommends that the City ask E Z to provide this <br /> information, although it has no impact on the contract <br /> price, because it is useful to the Commission to be <br /> informed of the status of the market for recyclables. <br /> CITYWIDE GARAGE SALE: The Falcon Heights City -Wide Garage Sale is <br /> scheduled for May 21, 1994, subject to City Council approval, Local <br /> businesses will be invited to hold sidewalk sales or other tie -in <br /> promotions on the same day. <br /> The Commission discussed potential problems which could arise <br /> from inviting nonresidents into the community on a large scale, <br /> including disruption to nonparticipating residents. Jeff Alexander <br /> reported that the Bryn Mawr neighborhood in Minneapolis has <br /> conducted a community garage sale for many years and it has become <br /> well -known among residents, most of whom now participate (as do <br /> local businesses). Susan Smith reported that St. Anthony Park did <br /> not encounter any significant problems with its two previous <br /> community --wide sales. The sale is likely to create far less traffic <br /> than the State Fair, and it will only take place on one Saturday. <br /> To minimize disruption, participants will be kept to strict <br /> observance of the "official" starting time of the sale. Advertising <br /> outside the City may be postponed until the day of the sale to avoid <br /> pre shopping. If any residents have special events planned and are <br /> concerned about parking or other disruptions, if they notify the <br /> City or the Commission, or simply work with their neighbors, it <br /> should be possible to come up with a solution such as combining <br /> immediate neighbors' sales at a location further away from the <br /> event. Susan Smith and Jeff Alexander will draft proposed <br /> guidelines for participants. The Commission's consensus was that <br /> the potential for unforeseen problems should not keep the City from <br /> trying something new. Any problems which do arise will be taken <br /> into consideration in determining whether the sale should become an <br /> annual event. <br /> -3- <br />
