A student younger than high school age was determined to be too young to participate meaningfully in the Commission's activities. A high school senior would likely be the most mature, but a sophomore would be in a position to serve three years to coincide with the last three years of school. Barbara Leary will make inquiries regarding the level of interest among local students and the logistics of appointing a student commissioner. E Z RECYCLING: E Z's contract expires in March, 1994. Rather than do a new request for proposals, the City has the option of renewing the E Z contract. There have been no major problems reported with E Z, and Shirley Chenoweth continues to find E 2 good to work with on an administrative level. The Commission recommends that the City negotiate a new Contract with E Z, taking the following issues into consideration: a. IrInath of Con ray-+ E Z would like a contract longer than one year. A multi -year contract would benefit. the City by eliminating the need for annual RFPs and/or contract negotiations and by fixing the cost for a longer period. However, new proposals should be solicited every few years to maintain competitive rates. The Commission recommends that the City negotiate a two -year contract with;E Z for 1994 and 1995 and plan to put out an RFP for the Contract which will commence in March, 1996. b. Rate Structure. E Z has proposed two alternative rate structures for the new contract. One proposal maintains 1993's fixed $175 monthly "rebate" to the City and increases the 1993 rates for dwellings under 17 units by 21 while the other proposal eliminates the rebate and increases rates by 11 The two structures have the same bottom line result to the City (a 19% increase over 1993). Because the result is the same either way, it makes sense to eliminate the rebate and simplify the rate structure. c. Expansion of Collectibaa Items. O objectives is to continue increasin the tnumbermof 1pro'u collected at curbside. Desirable additions to the existing line -up include egg cartons, cereal -type boxes and plastic bags for recycling, and food for delivery to food shelves. The Commission recommends that the City require E Z to add at least one new recyclable (preferably cereal boxes or plastic bags) to the items it collects as a condition of the new contract. d. Fifth Friday Collection. E Z's proposal is based on a third collection in those months with five Fridays. Fifth Friday collection was not included in E Z's 1993 contract, but it was offered by Knutson in 1992. Some residents reportedly continue mistakenly to put out recyclables on the fifth Friday, but it appears that most residents have -2-
