CYB <br /> Meeting Date: 6/22/94 <br /> Agenda Item: P 2 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Consideration of the police agreement between the City of <br /> St.Anthony and the City of Falcon Heights <br /> SUBMITTED BY: Peter Bachman, City Attorney <br /> REVIEWED BY: Susan Hoyt, City Administrator <br /> EXPLANATION /SUMMARY: <br /> On April 27, 1994 the City of Falcon Heights selected the City of St. Anthony as its <br /> police provider beginning on January 1, 1995. The selection of the City of St. <br /> Anthony was based, in part, on St. Anthony's responses to a series of questions and <br /> information in a request for proposals for police service distributed by Falcon Heights. <br /> Following the selection of St. Anthony's proposal, city attorney, Peter Bachman, was <br /> charged with working out the details for the service in a agreement. The attached <br /> draft agreement accomplishes this purpose. Some of the agreement's key <br /> components include: <br /> an officer located in Falcon Heights city limits for 24 hours a day except where <br /> an officer must leave the city for court, jail or additional emergency assistance <br /> in other cities <br /> a police office in city hall for citizens to receive or discuss police related issues <br /> with an officer when the officer is not on patrol or on a call <br /> all the police services identified in the proposal for police services <br /> a committee of the St. Anthony mayor and manager and the Lauderdale and <br /> Falcon Heights mayors and administrators that will meet bi- monthly to discuss <br /> and coordinate policing in the three communities <br /> a two year agreement for 317,000 in 1995 plus 3% for 1996 <br /> an opportunity to extend the contract through 1997 aand beyond under <br /> mutually agreed upon terms determined by July 15, 1996 <br /> The city of St. Anthony attorney and city council have reviewed the draft agreement. <br /> Staff recommends approving the agreement. <br /> ATTACHMENTS: <br /> A DRAFT agreement for police services with the City of St. Anthony <br /> (dated June 6, 1994) <br /> ACTION REQUESTED: <br /> Review and approval of the agreement for police services between the cities of St. <br /> Anthony and Falcon Heights. <br />
