This plan will set forth the County Board's policy <br /> regarding the coordination of service delivery with other units of <br /> government, including recommendations regarding specific Service and <br /> policy areas, as provided for in the Ramsey County Home Rule Charter. <br /> It is the commitment of Ramsey County to create and sustain a <br /> partnership between the County, other governmental bodies and the <br /> citizens of the County in creating these strategic and operational <br /> plans. <br /> Applicants are sought for 15 Planning Committees which include the <br /> following service areas: <br /> 1. A system of thoroughfares, highways, streets and other public <br /> ways; <br /> 2. A system of public open spaces, parks and playgrounds; <br /> 3. The location, relocation, and improvement of public buildings <br /> of County -wide significance; <br /> 4. A transit system; <br /> 5.
