MEMORANDUM
TO: Susan Hoyt
FROM: Carla Asleson C
DATE: June 24, 1994
RE: Estimated cost of tobacco licensing with compliance
checks
Processing (forms, paperwork, clerical staff time) 40.00
NOTE: This is the fee currently being
charged; compliance checks are
now funded by a Department of
Health grant.
Compliance Checks $157.50
Assumes: 3 compliance checks per year
1 1/2 hours per check (including
transportation, actual checking
time, and paperwork)
Police: $25.00 /hour salary benefits
Youth: $10.00 /wage
Administrative Follow -up 54.00
Assumes: 3 hours of follow -up per license
Admin. Assistant: $18.00 /hour salary
benefits
This brings the total cost to $251.50. This would be the absolute
minimum cost to the city if an establishment fails a compliance
test and /or has their license revoked, the costs would be higher
(for administrative follow -up and attorney fees). However, I would
be reluctant to pass these costs along to everyone initially, as we
do have some businesses that are consistently passing their
compliance checks. A $250.00 annual license fee would be higher
than many cities, but not completely out of line. St. Paul's fee
is $150.00 and New Brighton's $250.00, for example.
