Carries out the payroll and maintains records related to personnel information <br /> regarding benefits, sick leave, vacation and all others. <br /> 8. Assists the city administrator and city engineer with the coordination of the <br /> financial aspects of public improvements including preparing assessments and <br /> all aspects of bond issues including project monitoring systems to ensure <br /> project costs are properly documented and that appropriate funding and /or <br /> reimbursement is obtained. <br /> 9. Assists the city administrator in the preparation of special reports pertaining to <br /> areas such as debt sinking fund analysis, cash flow analysis, tax increment <br /> financing programs, budget analysis, capital budgeting or other projections as <br /> needed. <br /> 10. Assists in the development and administration of internal control systems for <br /> municipal fixed assets. <br /> 11. Maintains personal contract with all department heads, co- workers, supervisors, <br /> public officials and the general public with regards to coordination of financial <br /> accounting and budgeting issues. <br /> 12. Assists in the preparation of the publication of the annual financial report. <br /> 13. Annually evaluates and monitors the city's fees for service and makes <br /> recommendations for change to assure that they cover the costs of providing <br /> the service. <br /> 14. Assists the city administrator evaluating and recommending new or revised <br /> accounting techniques, practices and procedures consistent with federal /state <br /> guidelines and generally accepted accounting principles. Oversees <br /> modifications to the system. <br /> 15. Understands and maintains the financial computing software making <br /> recommendations for improvements as needed. <br /> 16. Analyzes historical and current cash -flow patterns and establishes cash <br /> management guidelines and procedures to avoid unnecessary overdrafts or <br /> excessive cash on hand. <br /> 17. Oversees the investment of city funds in accordance with sound management <br /> practices and within statutory guidelines under the direction of the city <br /> administrator. <br /> 18. Maintains the cities insurance policies and follow -ups on claims to the city. <br />
