19. Answers questions from the public regarding utility bills and other questions <br /> that may arise. <br /> 20. Keeps the city administrator informed on a timely basis of all important <br /> conditions, including the status of departmental expenditures, which must be <br /> known to effectively manage city operations. <br /> 21. Performs other responsibilities as apparent or delegated. <br /> KNOWLEDGE, SKILLS AND ABILITIES: <br /> Considerable knowledge of the principles and practices of fund accounting as well as <br /> auditing and budgeting theories and practices. <br /> Considerable knowledge in the application and utilization of micro computers and <br /> related software including spreadsheets and general ledger accounting and ability to <br /> learn payroll and utility billing. <br /> Ability to implement sound accounting systems and procedures. <br /> Ability to plan, coordinate, direct and review work involved in varied financial and <br /> related activities. <br /> Ability to work independently with little direct supervision. <br /> Ability to analyze and interpret financial and accounting records, prepare <br /> comprehensive financial statements and reports and to recommend and administer <br /> general controlling policies. <br /> Ability to communicate easily and effectively both verbally and in writing with the <br /> public, staff, elected officials and others. <br /> MINIMUM QUALIFICATIONS: <br /> Graduated from an accredited four year college or university with a degree in <br /> business, accounting, finance or closely related field. <br /> Three years of progressively responsible experience in accounting <br /> Experience in municipal accounting preferred. <br /> SPECIAL REQUIREMENTS <br /> Must be bondable. <br />
