Meeting Date: 8/24/94 <br /> Agenda Item: P 8 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Consideration of an ordinance requiring the making water <br /> discharge into the sanitary sewer illegal and requiring a <br /> disconnection of storm sewer drainage into the sanitary <br /> sewer system <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> REVIEWED BY: Under review by the city engineer <br /> EXPLANATION /SUMMARY: <br /> As part of its comprehensive plan review by the Metropolitan Council the city is <br /> required to address its storm sewer run -off. This should involve the separation of <br /> sanitary sewer and storm drainage in the city. There are currently at least 8 homes <br /> in Falcon Heights that have been identified by the City of St. Paul that have storm <br /> drainage from their properties going directly into the city sewer system. The City of <br /> St. Paul has requested that Falcon Heights enact an ordinance requiring the <br /> disconnection of these storm drains from running into the sanitary sewer. St. Paul <br /> has provided an information sheet on how this is done and is willing to demonstrate <br /> this to homeowners that require it. <br /> The attached ordinance is fashioned after the one used by the City of St. Paul. <br /> As of this writing the city engineer has not had the opportunity to review the draft <br /> ordinance or comment on any statutory requirements governing the disconnection of <br /> storm drainage from sanitary sewer systems. He will do so prior to the meeting on <br /> Wednesday evening. If he has any comments or recommended changes these will be <br /> presented and explained at the meeting. If substantially more staff work is involved, <br /> the issue can be postponed until a later meeting. <br /> ATTACHED: <br /> A Proposed ordinance making it illegal to discharge groundwater, surface water <br /> and /or subsurface water to sanitary sewer system and disconnection <br /> requirement <br /> B Diagram of capping of discharge drains <br /> ACTION REQUESTED: <br /> Receive comments from city engineer <br /> Adopt an ordinance prohibiting water discharge into the sanitary sewer system <br /> and requiring disconnection of existing connections to the sanitary sewer <br />
