1 <br /> ATTACHMENT 4 <br /> 1, 1994 <br /> Ms. Susan Hoyt <br /> City Administrator <br /> City of Falcon Heights <br /> 2077 West Larpeuteur Avenue <br /> Falcon Heights, MN 55113 -5594 <br /> Dear Ms. Hoyt: <br /> This letter is to request that the Planning Commission and City <br /> Council grant a variance to allow the construction of an attached <br /> double garage at 1437 West California. <br /> I am the homeowner at 1437 California. I have lived in Falcon <br /> Heights since 1987. I am being married September 10. My husband <br /> and I will be making our permanent home at 1437 entirely because <br /> my insistence that we stay in Falcon Heights and in this <br /> neighborhood. In order to remain in this house, it is necessary <br /> that the house be remodeled. <br /> My fiance is disabled. He was retired from the Marine Corps <br /> after two combat tours in Vietnam because of this service related <br /> disability. The disability has become more pronounced and <br /> serious and has resulted in eight major surgeries in the past <br /> five years. The disability involves a prosthetic hip and <br /> rheumatoid arthritis. He will be undergoing two major surgical <br /> procedures in mid October. He walks with a cane and is unsteady <br /> in his balance, especially on uneven surfaces. Moving from a <br /> sitting to a standing position, or vice versa, is difficult for <br /> him. <br /> Because of this disability, my fiance must have his living space <br /> all on one floor: stairs cause him significant fatigue and <br /> discomfort. This prosthesis is the result of injury, not disease <br /> and is ingeniously but precariously attached. A fall could prove <br /> disastrous, as any damage to the prosthesis may not be <br /> repairable. In short, if he had a serious fall, he might never <br /> walk again. <br /> We have reviewed the standards for granting a variance so kindly <br /> provided by Ms. Hoyt. From the nature of the remodeling, it is <br /> clear that Sections d, e, and f are not applicable to this <br /> situation. We attach letters from our immediate neighbors to the <br /> east and west. In addition, cursory observation of the garages <br /> on both sides of the alley shows that an attached garage on this <br /> site would provide a uniform line, as these other garages are <br />
