Staff Report
To: Susan Hoyt
From: Carol Kriegler
Pete Klingenberg
Subject: Community Park Pathway and Vita Course Improvements
The 1994 Park Capital Improvement Program includes pathway and vita course
improvements at the Community Park. $11,000 has been budgeted for the vita course and
$8,000 for pathway rehabilitation ($6,000 actually budgeted with an additional $2,000
from the County Cleveland Ave. Project). Following is our recommendation on
proceeding with these related projects.
Vita Course
The existing exercise stations are about 15 years old. The condition of the stations varies
widely. Some stations remain fully functional and in very good condition while others
have been altogether removed due to their deteriorating and unsafe condition. An
inventory of the stations was conducted by Pete and is attached for your review..
Generally, all remaining stations are considered to be yet fully functional given some
repair and adjustment.
In an effort to get a "users" perspective about the course, we met with two individuals
who are considered to be avid users of the course. It was our intent to gain a sense of
their level of satisfaction with the course as it exists now, what they considered to be it's
strengths, and where they saw need for improvement. Both of these individuals seemed
like excellent resources for this information as both had previously contacted the City with
concern for the course or suggestions for improvement.
We were somewhat surprised to learn that the course still seems to be functioning very
well. In fact, we sensed some defense against changing or replacing any more stations
than was considered absolutely necessary.
As a result of our meeting, we have come to the conclusion that the best approach to use
in improving maintaining the vita course is to conduct an ongoing annual station by
station inspection and evaluation that would provide for station replacement on an as
needed basis. This evaluation would include the estimated level of required repair and
maintenance associated with retaining the station.
At this time we would recommend adding two new stations and replacing all the sign
posts and frames. Most all of the signs are loose and unattractive. It is believed that the
inner sign face can be salvaged and reused Pete plans to reframe each sign and cover
with new plexiglas. We suggest purchasing replacement stations from the manufacturer
GAME TIME as they are most similar in design and material to the existing stations..
Pete is confident that all other stations will require only a level of repair that is reasonable
and worth pursuing in an effort to retain the equipment. We then recommend the
following expenditures in an effort to rehabilitate the vita course:
