Meeting Date: 9/14/94 <br /> Agenda Item: P 3 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Recommendations on Falcon Heights's approach to the functional <br /> consolidation of Ramsey County roadways <br /> SUBMITTED BY: Terry Maurer, City Engineer <br /> REVIEWED BY: Susan Hoyt, City Administrator <br /> EXPLANATION /SUMMARY: (prepared by Susan Hoyt) <br /> In 1991 the Ramsey County public works department and the cities within Ramsey County began <br /> to discuss the functional consolidation of roadways within Ramsey County. The intent of the <br /> discussion was to more effectively maintain and improve roadways in the county by classifying <br /> roadways within the county by use, then to determine which county roads should be turned over <br /> to the cities within whose borders they lie. In addition to turning county roads over to the cities, <br /> the county proposes to take back roads like Highway 96 from state highway status to become a <br /> county state aid highway. <br /> After three years of discussion as well as legislation that permits cities to increase their state aid <br /> mileage (MSA) for roads that are turned back to cities, the plan is progressing. At meeting this <br /> July the Ramsey County engineer proposed four options under which cities can take back <br /> roadways from the county. Two of these options apply to Falcon Heights. In Falcon Heights <br /> the roads under consideration are: <br /> Street Mileage Border city <br /> Fulham Street Larpenteur to Roselawn .25 Lauderdale <br /> Hamline Avenue Hoyt to Larpenteur .13 St. Paul <br /> Hoyt Street Snelling to Hamlin .26 St. Paul <br /> Roselawn Avenue Fulham to Hamline 1.0 Roseville <br /> Total 1.63 <br /> The city engineer discusses the financial and managerial pros and cons of this project. He <br /> recommends that Falcon Heights delay taking over these roadways as long as possible because <br /> 1) the increased maintenance costs for repair and snowplowing, 2) the coordination costs with <br /> three neighboring jurisdictions and 3) the future reconstruction costs outweigh during a time <br /> when the city is rebuilding its infrastructure funds to rebuild local city streets outweighs the <br /> financial incentives that additional MSA funding could provide to the city. <br /> The cities of Lauderdale and Roseville are also proceeding slowly with this plan.
