EFFECT ON CITY'S MUNICIPAL STATE AID SYSTEM <br /> The County has been successful in getting special legislation this past session which <br /> would allow the City to place turnbacked roadways on their Municipal State Aid <br /> system as long as it meets the general criteria for Municipal State Aid roads. I <br /> believe that all the roadways, could likely be placed on the City's MSA system. <br /> Special legislation allows the City to go above to 20% cap in adding roadways to the <br /> MSA system. <br /> The distribution of Municipal State Aid monies is based on two criteria, one being <br /> population, and the second being needs. Needs are defined as the amount of monies <br /> needed to totally reconstruct the City's system up to an MSA standard. For the last <br /> full year of reporting, which was 1993, the average construction apportionment per <br /> mile in the City of Falcon Heights was $4,021.00. This number is relatively low <br /> because most of the City's MSA system has been rebuilt in the past several years. <br /> This would be approximately the amount of additional construction dollars the City <br /> would receive per mile for each County Road placed on the MSA system but not <br /> totally reconstructed. In other words, if the County were to bring a roadway to level <br /> 90 and turn it back to the City, and the City were to place it on their Municipal State <br /> Aid system, this would be the increase in annual allotment that could be expected. <br /> However, county roads such as Roselawn Avenue which were reconstructed in the <br /> past 20 years to state aid standards do not receive these monies. In conclusion, I <br /> believe the overall increase in MSA monies the City could expect would be less than <br /> $5,000 annually. <br /> D. POSITIVE AND NEGATIVES <br /> The only real positive associated with this turnback proposal other than the <br /> impmvement in the overall roadway system to be expected by the motoring public <br /> is the slight increase in municipal state aid dollars the City would receive each year. <br /> However, there are several negatives associated with this proposal directly related to <br /> the City. These would include the following: <br /> All the roadways in question are on borders between the cities of Falcon <br /> Heights, Roseville, Lauderdale, or St. Paul.
