111. ALTERNATIVES FOR FUTURE SIDWALK REPAIRS <br /> Three alternatives are provided for repairing sidewalks in the city. These do not <br /> include the current approach because it is not effective. The alternatives are: <br /> 1. The property owner remains responsible, but the city will do the work <br /> and bill the property owner if it is not done within thirty days. <br /> 2. The city does the work, but assesses the abutting property owner for <br /> some or all of the costs. <br /> (Edina and Minneapolis do this.) <br /> 3. The city does the work and bears the cost out of the city capital funds. <br /> (St. Louis Park, Richfield and Golden Valley do this. In Golden Valley <br /> this is an annual cost of $15,000 to $20,000) <br /> IV. STAFF RECOMMENDATION <br /> The advantages and disadvantages of the three alternatives are described in the table <br /> accompanying this report. The city engineer also included a letter addressing this <br /> policy issues. From alternatives described, staff recommends having the city <br /> undertake the work out of the city 's capital fund. This will accomplish four things: <br /> 1. The sidewalks can be repaired as needed and, therefore, resolve hazardous <br /> areas and minimize the city's liability. <br /> 2. Reduces the staff time involved in this project and eliminates any engineering <br /> time. <br /> 3. Guarantees that the quality of work will meet city standards and that any on <br /> site additions to the anticipated repairs can be made quickly and easily. <br /> 4. In 1994 the public works survey identified approximately 40 slabs that need <br /> replacing in the city. The majority are along California, Iowa, Idaho and <br /> Larpenteur. Over a period of one year, the sidewalks could be in good shape <br /> with only minimal work to be done on an annual basis. Assuming there would <br /> be more slabs in 1995, staff estimates that the cost would be approximately <br /> $6,500 for the first year of the program. The cost should fall alot after the first <br /> year. <br /> ATTACHMENTS: <br /> A Table comparing alternative sidewalk repair policies <br /> B Letter from city engineer dated, 18 October 1994 <br /> ACTION REQUESTED: <br /> Discuss sidewalk repair policy. <br /> Adopt a new policy, recommendation to adopt a city financed repair program. <br />
