As you are aware, this project was <br /> i:GiNEERING initiated over a year ago and, after an informational hearing in 1993, basically sat on hold <br /> ENVIRONMENTAL until the City finished their Capital Improvement Program for the next five years. We have <br /> MUNICIPAL now completed the study and, based on our findings and information provided to us at the <br /> PLANNING informational hearing, we are recommending that the City undertake an alley reconstruction <br /> SOLID WASTE project beginning with the five worst alleys in 1995. <br /> STRUCTURAL <br /> SURVEYING We have provided a project schedule in the feasibility study which recommends City <br /> TRAFFIC Council adoption of the study at their October 26, 1994, City Council meeting. We have <br /> TRANSPORTATION also recommended that at that time we be authorized to initiate preliminary surveying and <br /> the soils investigation. We would then recommend that another informational hearing be <br /> ELECTRICAL /MECHANICAL held with the property owners adjacent to the five alleys. After that informational hearing, <br /> ENGINEERING a public hearing could be held, plans prepared, bids taken, an assessment hearing held, and <br /> "VAC construction begun in the early portions of the 1995 construction season.
