Meeting Date: 11/9/94 Agenda Item: P 1 CITY OF FALCON HEIGHTS REQUEST FOR COUNCIL CONSIDERATION ITEM DESCRIPTION: Request to hire Mr. Joseph Rigdon for the position of city accountant SUBMITTED BY: Susan Hoyt, City Administrator REVIEWED BY: Carla Aselson, Administrative Assistant Dave Hinnekemp, City Auditor with Kern, DeWenter, Viere Carol Kriegler, Park and Recreation Director EXPLANATION /SUMMARY: After reviewing 54 applications for city accountant and interviewing four individuals for the position, staff recommends hiring Mr. Joseph Rigdon to fill the position of city accountant. Mr. Rigdon has worked as an accountant since graduating from college in June, 1991. He has been employed in government accounting with Hennepin County since February, 1992 and comes highly recommended by his current employer. Joe is currently managing the chemical health and developmentally disabled accounts for Hennepin County. This requires hands -on, day -to -day, on -line management of accounts that are funded through a variety of sources. It also requires direct contact with the clients. This is very applicable experience because the position requires a wide variety of accounting skills that must be exclusively done by the city accountant. Besides Joe's applicable work experience, he exhibits a strong understanding of financial information. As part of the interview, all applicants were given the city's budget summaries and for the past four years and were requested to prepare comments about the city's 1995 budget. This was an entirely open -ended question. With no municipal background, Joe took the information and presented the interview committee with a series of charts, graphs and explanations that are typically used at the city's truth -in- taxation hearing.
