POUOYPEIROUGYORROUCIYMPOIACYMPOIN
Meeting Date: 11/9/94
Agenda Item: P 4
CITY OF FALCON HEIGHTS
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: Discussion on the proposed 1995 alley reconstruction project and the
related assessment policy
SUBMITTED BY: Terry Maurer, City Engineer
REVIEWED BY: Susan Hoyt, City Administrator
EXPLANATION /SUMMARY:
(prepared by Susan Hoyt)
Alley update:
Staff mailed letters to all property owners adjacent to the alleys proposed for reconstruction
in 1995.
Survey work for these alleys began last week.
The proposed project plans to rebuild the alleys in their current configuration.
The city proposes using the same process as for the 1993 streets which involves
neighborhood meetings with opportunities to informally meet with the engineer to review
the plans as well as following the more formal public hearing process.
When questions arise about reducing the number of garbage haulers going down an alley,
residents will be given information about licensed haulers in the city and encouraged to
meet with their neighbors on a block basis to see if they want to agree on one hauler like
they do with snow removal. (The city has a policy of allowing residents to choose their own
garbage hauler and, given this, it is important that the city not get involved in organizing
residents around one hauler, even on a block -by -block basis.)
5/front
The current assessment policy is 100% of e o the attached
foot for alley reconstruction. The city engineer addresses the assessment in
letter.
ATTACHMENT:
A Letter regarding proposed alley assessment policy from the city engineer dated November 3,
1994
B Map of proposed alleys to be reconstructed
ACTION REQUESTED:
Discuss the proposed 1995 alley reconstruction project
Adopt an assessment policy for alley reconstruction in 1995.
