CIO V- 4-9 FR I :3=40 MSA S T PAUL P.03
Ms. Susan Hoyt
Y
November 3, 1994
Page Two
the street assessment rate for 1995 would be raised $2.00 to $26.00 per front foot, we
would need to slightly reduce the 100% assessment rate for alley reconstruction to get
to a total assessment of $2400 per lot. A reduction of 10% for the alley assessments
would bring the rate to approximately $22.50 per front foot. Looking at these lots as
double frontage lots with a total assessable front footage of 100 feet and assuming that
the alley rate is $22.50 per front foot and the street rate is $26.00 per front foot, the total
assessment if both improvements were made in 1995 would be just over $2400.
Obviously given the condition of the streets, the reconstruction and assessment for street
improvements is not likely to happen for several years. However, applying this logic,
I would recommend that the city council consider a 90% assessment for alley costs with
the City funding the remaining 10
I hope that this rationale is helpful in your deliberation on alley assessments policies.
1 will be available at your November 9th City Council meeting to answer any questions
you may have.
Sincerely,
MSA, CONSULTING ENGINEF.RS
1.(Aitypgata-€
Terry J.
