Public statements at the meeting identified an interest in more restricted parking, not due
to inconvenience, but primarily due to public safety:
public safety concerns of getting in and out of driveways with vehicles
bikers frequently use Tatum which creates more congestion
residents walking with small children including residents with day care businesses
and other pedestrians find the densely parked cars dangerous for passing, especially
without sidewalks available (When informally polled about wanting sidewalks, the
public responded negatively.)
a concern about traffic speeds along the street and use as a "through- street"
between Roselawn and Larpenteur
Lindig Street. Commissioner Barry reported that a Lindig Street property owner said that she
would prefer to have the parking further restricted on Lindig if it was on Tatum Street so
it would not move to Lindig. Commissioner Salzberg, a resident of Lindig Street, concurred
with this.
Commission recommendation. After discussing the options, advantages and disadvantages
of expanding the two hour parking 8 AM to 4 PM except weekends and holidays, the
commission unanimously recommended that the city council approve:
q tr parkin A} to 4 P m x t
IRo s e le w S:treet n a op t h. f
>e: rre. >::Sa:r
because this parking arrangement continues to effectively reduce the density and long term
parking along city streets adjacent to the university, thereby, making them safer for
pedestrians, bikers, residents and drivers using the street. The commmission did not
recommend that one side of the street be posted "no parking" (typically the water hydrant
side) as requested in some residents' surveys because 1) the added inconvenience to
abutting property owners; 2) the property owners at the hearing expressed more unanimity
on the 2 hour parking on both sides of the street; 3) the parking would be denser on one
side of the street and open the other side of the street further this makes it easier to drive
rapidly on the street rather than noting parked vehicles on either side; and 4) the extended
2 hour parking restrictions should eliminate dense parking arrangements.
Tate:.:..:::
The
t:urn. tret.
for tes den:t::OO:: t
:a perr)g.: fi:l7ey a:: >esaed
ATTACHMENTS:
1 Letter from Mr. Chrun dated July 27, 1994
2 Map of parking restrictions and patterns
3 Staff report to planning commission dated November 28, 1994
4 Letter sent to Tatum and Lindig Street property owners dated November 16
5 Submitted written public comments
6 Planning Commission minutes from November 28, 1994
