I <br /> PLANNING COMMISSION CONSIDERATION <br /> Staff re ort to commission. At the October meeting staff reported on: <br /> Mr. Chrun's request. <br /> The above findings from the staff study. <br /> The option for expanding the two hour parking 8 AM to 4 PM except weekends and <br /> holidays on Tatum to Roselawn, if the commission felt there was a documented need. <br /> The need to address or to be prepared to address the impact from an <br /> Tatum Street on Lindig Street parking patterns. Y parking changes on <br /> How residents in 2 hour parking zones accommodate their on- street parking needs: <br /> 1) Take out a temporary permit for $1 /vehicle (no more than $5 for all vehicles) for up <br /> to three weeks (useful for visitors, contractors). <br /> 2) Use the city's no parking "bags" at no charge to cover the restricted signs (useful <br /> for daytime gatherings of people, garage sales, etc.) <br /> 3) Use resident permits so eligible residents an park to the posted parking restrictions. Resident permit pa king ca not used d to onl y <br /> permit residents to park on a public street. Because of its unique restrictions, resident <br /> permit parking requires a public hearing and must have 75% of the property owners' <br /> along a block petition for resident permit parking. Permits are $10 permit per vehicle <br /> per year. The fee is based upon the administrative and police time required to process <br /> permits. (Useful where driveways can't accommodate all day -time vehicles.) <br /> It is difficult to anticipate the demand for resident permit parking along this street. <br /> In the Grove neighborhood, where driveways are typically shallower, 11 households <br /> out of 102 households purchased permits in 1994. <br /> Commission action. At the October meeting the commission requested that staff contact <br /> property owners along Tatum Street and Lindig Street about a possible change in the <br /> parking restrictions along Tatum Street. The commission invited the property owners to <br /> come to the November meeting and discuss their concerns, if any. <br /> Public response Approximately 30 Tatum Street residents attended the November planning <br /> commission meeting. Several residents contacted staff about their interests. Many <br /> residents responded to a survey of parking interests distributed by Meredith Stockford of <br /> 1804 Tatum Street (public comments in attachment 4). <br /> A summary of the written comments or surveys received: <br /> 6 for no change (some at north end of street where parking isn't congested) <br /> 3 for 2 hours 8 AM to 4 PM except weekdays and holidays on one side only <br /> 6 for 2 hours 8 AM to 4 PM except weekdays and holidays on both sides of the <br /> street <br /> Other: <br /> 1 for 2 hours 8 AM to 4 PM if there is not a fee for a resident permit <br /> 2 for change, but nothing specific <br /> 2 for resident permit low or reduced fee <br /> 2 hours 8 AM to 4 PM entire length or remove all restrictions <br />
