Page 2
program with an annual budget of at least $2.00 per
capita; and 4) an Arbor Day observance and
proclamation. For 1993, these activities included a
highly publicized Arbor Day celebration and an updated
computerized boulevard tree inventory and analysis.
Qualifications for the Growth Award include: 1) being a
Tree City USA; 2) spending at least as much on the
forestry program as in the previous year; and 3)
earning at least 10 points for eligible activities.
D. Staff related information.
The forester attended the Shade Tree Short Course
and Tree Inspector Recertification on March 22 -24 at
the University of Minnesota.
Staffing shifts in public works and city clerk
positions shifted more responsibility for budgeting and
programming the city's tree program to the forester.
The public works department will continue planting
trees and take over trimming trees.
II. 1995 PROGRAM PLAN
A. Proposed goals:
1. Apply for the 1994 Tree City USA and Tree City
Growth Awards. The city's Growth Award activities
included in the 1994 Growth Award application are:
1) two publications written for homeowners, one on
proper tree trimming techniques and the other on
recommended tree species for private property and
2) the 1995 expanded city boulevard tree planting
program.
2. Supervise the Cleveland Median planting by Ramsey
County in conjunction with the city's public works
and parks superintendent.
3. If time permits in the forester's schedule, there
will be a tree planting, care and maintenance
workshop for residents.
4. Implement the expanded boulevard tree planting
program. Unitree grant money will be sought to
cover a portion of the cost. The program was
budgeted for $1,700. Unlike the past, any funds
left in the tree planting budget after tree
replacement will go toward this activity. If
grant money is awarded, this will include using
volunteers to assist with planting.
