Hoyt) <br /> The city's purpose in bi- annually sweeping its streets is to reduce the sand and grit <br /> that accumulates on the streets and to keep it outside of people's homes and away <br /> from the stormsewers. Streetsweeping must be both cost effective and very efficient. <br /> The city received three responses to the eight requests for proposals mailed to <br /> streetsweeping companies within the metropolitan area. The three responses included <br /> an option for depositing the streetsweeping materials at county -owned sites to use <br /> with the new recycling equipment that is being purchased with a State Innovations <br /> Grant Award to Ramsey County and many of its suburban municipalities. <br /> The city budgeted 12,000 for its 1995 streetsweeping costs. All proposals came <br /> in for under the $12,000 as follows: <br /> Mike McPhillips Inc. $11,330.00 <br /> Quality Outdoors Inc. 10,070.00 <br /> Foss 6,965.00 <br /> All firms were asked to provide municipal /public references as well as identify the <br /> number of sweepers available to the city. Based upon careful research and city <br /> experience working with these three companies, staff recommends that the city hire <br /> McPhillips because it efficiently and expediently gets the job done with little <br /> supervision or inconvenience to residents. The city's experience with McPhillips was <br /> very good, from posting no parking signs to having enough well- maintained <br /> functioning equipment, as has been the case in other cities. (McPhillips serves Little <br /> Canada, Woodbury, the Minnesota State Fair and the University of Minnesota whereas <br /> the other applicants had few or no public entities referenced.) Unlike some contract <br /> relationships, where more staff time can make up for a little less efficiency in a lower <br /> priced contract, streetsweeping directly affects all the city's residents. It requires that <br /> there be no parking on the streets for the day or two that sweeping takes place. A <br /> less efficient sweeper really disrupts daily life for the city's residents and requires <br /> extra hours of public works staff supervision (hence, extra in city personnel). <br /> ACTION REQUESTED: <br /> Authorize the city to hire Mike McPhillips Inc. for the city's 1995 streetsweeping. <br />
