Meeting Date: 3/22/95 <br /> Agenda Item: P 1 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Revisiting the alley assessment for specific properties located in the <br /> 1995 alley reconstruction project <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> REVIEWED BY: Terry Maurer, City Engineer <br /> Carla Asleson, Administrative Assistant /Planner <br /> EXPLANATION /SUMMARY: <br /> When establishing the city's share of the cost (10 of the city's 1995 alley reconstruction <br /> project, the council based its decision on a hypothetical assessment value that all property owners <br /> would bear for reconstructing the public streets and alleys abutting their property. After reviewing <br /> the 1984 assessments for the 1982 reconstruction of Albert and Pascal Streets, it appears that <br /> some property owners on corner lots paid an assessment based upon the full length of their <br /> sideyard (approximately 120 ft. to 125 ft.) rather than on the 50' front length. For the single <br /> family property owners this was typically $950 to $1 100 whereas the property owners of 50' <br /> interior lots paid about $550. The only apartment owner (with 100 foot lot frontage) was billed <br /> $2,284. Since the hypothetical assessment assumes property owners in the 1995 alley project <br /> would pay for the front (50') and rear alley (50'), it might be construed that these people have <br /> paid more than might be expected toward improving the public streets if they are assessed for the <br /> full 50' along the rear of the alley. Therefore, considering an adjustment in these specific <br /> properties' assessment is appropriate at this time so their notices reflect the final assessment <br /> amount. The properties are: <br /> 1402 Larpenteur 1456 California 1402 Idaho <br /> 1456 Larpenteur 1457 California 1403 Idaho <br /> 1466 Larpenteur 1463 California 1456 Idaho <br /> 1402 California 1464 California 1457 Idaho <br /> 1403 California 1463 Idaho 1403 Iowa <br /> 1457 Iowa <br /> If the council chooses to reduce the assessments to these property owners by $500 for single <br /> property and $1,000 for the apartment property, staff recommends that the city's infrastructure <br /> fund compensate for the loss in revenue rather than spreading it across the assessed share of the <br /> project. <br /> ATTACHMENT: <br /> A/B Map and table of properties assessed in 1984 for 1982 project at $950 to $1 100 rate; <br /> apartment at double that rate. <br /> ACTION REQUESTED: <br /> Report from city engineer. <br /> Discuss the possible change in proposed assessments for the 1995 alley reconstruction <br /> project to these specifically identified properties. <br /> If desired, move to change these specific assessments and to cover the cost out of 'the <br /> city' share of the project cost. <br />
