City Council Minutes <br /> March 8, 1995 <br /> Page 2 <br /> Motion was made by Councilmember Jacobs to approve Resolution No. 95 -07, <br /> accepting the feasibility study and scheduling a second public hearing on the 1995 <br /> alley reconstruction project for April 12, 1995. Motion passed unanimously. <br /> APPROVAL OF PLANS FOR A VOLUNTEER RECOGNITION EVENT <br /> Per council direction, staff made preliminary inquiries about the cost of a volunteer <br /> recognition dinner. After discussion, council asked staff to arrange the dinner on <br /> either Sunday, April 23rd (first choice) or Saturday, April 29th. <br /> Motion was made by Councilmember Jacobs to authorize the expenditure of up to <br /> $800.00 on a volunteer recognition dinner, to be taken from the Communications <br /> Community Events budget. Motion passed unanimously. <br /> CLARIFICATIONS IN THE 1995 DEBT SERVICE AND CAPITAL FUND BUDGETS <br /> City Accountant Rigdon reported that a few housekeeping items in the 1995 budget <br /> needed clarification. None of the proposed amendments would affect the general fund <br /> or property tax levy in any way, as they are changes to the debt service and capital <br /> fund budgets. The proposed changes included: adding some revenue not previously <br /> accounted, adding audit expenses to the capital funds, and performing operating <br /> transfers to meet bond obligations. On balance, these proposed changes net an <br /> increase of $60,348 to the debt service and capital funds. <br /> Motion was made by Councilmember Hustad to approve the amended 1995 budget <br /> as recommended by staff. Motion passed unanimously. <br /> REPORT BY THE CITY'S NORTH SUBURBAN CABLE COMMISSION <br /> REPRESENTATIVE AND CONSIDERATION OF RESOLUTION NO. 95 -06 <br /> Jerry Wallin, cable commission representative, updated the council on some of the <br /> activities currently underway. Of note: <br /> Within a year, every Meredith Cable resident will be entitled to a free <br /> connection to a basic, eight channel cable package (assuming a cable ready <br /> television and a cable trunk). This package will include all broadcast stations <br /> and government access channels, including Falcon Heights channel 16. <br /> Representative Wallin explained the history of cable franchise fees and <br /> explained the cable commission's opinion on how franchise fees should be <br /> spent in cities. <br /> Meredith Cable's franchise agreement expires in November 1997.
