MINUTES <br />CITY COUNCIL <br />May 28, 2008 <br />MASSAGE <br />THERAPIST <br />BUSINESS & <br />THERAPIST <br />LICENSES - <br />NOUPATH <br />MASSAGE <br />Allan asked if there was a bar area at Bangkok Avenue. Thao replied that <br />there was. Allan stated that the business plan should include information <br />on how beer will be served in lieu of the current practice of serving a 12- <br />pack or a case to a table. <br />Thao reported that this has been the easiest way to bring beer to a large <br />table. He also felt that most of the problems at his restaurant were not due <br />to intoxicated people, but rather to cultural issues of the Hmong people <br />related to jealously. <br />Keis asked if the City could issue athree-month or six-month license. The <br />City Attorney indicated that the City can at anytime revoke a liquor <br />license. He pointed out that Mr. Thao has indicated his willingness to <br />work with the City and come back with a business plan that the Council <br />can review before acting on the license. <br />Mr. Thao was instructed to present this business plan to the City staff by <br />June 2nd or 3rd. The renewal would then be considered at the June 1 Ith <br />Council meeting. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2008-5-134 -CONTINUING THE PUBLIC <br />HEARING ON ISSUANCE OF BANGKOK LICENSES UNTIL THE <br />JUNE 11, 2008 REGULAR COUNCIL MEETING AND <br />REQUESTING THAT MR. ROBERT THAO SUBMIT A BUSINESS <br />PLANAND A SECURITY PLAN FOR BANGKOKAVENUE TO CITY <br />STAFF BY JUNE 2 OR 3, 2008 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Clerk reported that Paul Theisen is selling his business, Noupath <br />Massage at 2580 Rice Street, to Sharon Tykwinski. Ms. Tykwinski has <br />applied for the transfer of the Massage Therapy Business License to her. <br />Jacob Tykwinski will serve as the manager of the business. Additionally, <br />Lena Nesset, Marcia Webster, and Tasha Webster have applied for <br />Massage Therapist Licenses in order to work at Noupath Massage. These <br />individuals meets the City Code educational requirements for massage <br />therapists. Satisfactory Sheriffls Background Checks have been received <br />on all five individuals. Staff recommends approval of the licenses. <br />10 <br />
