MINUTES <br />CITY COUNCIL <br />May 28, 2008 <br />this other started just this week. Thao noted his plan to add three <br />additional security inside the establishment. <br />Blesener asked Thao his plans for additional wait staff. Thao reported that <br />he would have 11 wait staff on Friday and Saturday evenings. Keis asked <br />the numbers of people on Fridays and Saturdays. Thao estimated 100 to <br />200 on Fridays and 200 to 300 on Saturdays. <br />Blesener asked iP it were legal to sell beer (on-sale) by the case. The City <br />Attorney stated that he would research this. He noted that one of the <br />duties of wait staff is to control and monitor the serving and consumption <br />of alcohol. Serving beer by the case without wait staff control can lead to <br />over-consumption as well as consumption by minors. The City Attorney <br />pointed out that the serving of alcohol is an event where there must be <br />control. Without control there are repercussions to both patrons and the <br />surrounding area. The City Attorney indicated that the City has discretion <br />in the issuing of liquor licenses. He pointed out Mr. Thao response dated <br />May 7, 2008 in which he outlines his future plans for addressing the issues <br />being discussed this evening. It was the City Attorney's recommendation <br />that this evening's public hearing be continued and Mr. Thao requested to <br />bring in a formal business plan. That plan should include details such as <br />the names of the two deputies and other security staff, the days and hours <br />that they will be working, hours of operation for the business itself, <br />numbers of wait staff and the specific training provided to this staff, plans <br />for issuance of wristbands, any other security measures. The Attorney <br />asked Mr. Thao if there were cameras on the premises. <br />Thao replied that there were not. <br />The City Attorney pointed out to Mr. Thao that he is here this evening <br />because of the complaints that the City has received, and indicated that the <br />City is treating him fairly. He asked if Mr. Thao understood the elements <br />of the business plan that the City wants him to submit. He also suggested <br />that Mr. Thao work with his liquor disriibuter to get beer in plastic bottles <br />rather than glass. <br />Mr. Thao stated that he understood what the City is looking for. He <br />further indicated that he does do server training. <br />The City Attorney pointed out to Mr. Thao that he is responsible for his <br />business both inside the building and in the parking lot. It was noted that <br />off-duty deputies cannot provide inside security, therefore, they could be <br />posted at the door and monitor the parking lot. The City Attorney asked if <br />Mr. Thao had any objection to presenting a business plan. <br />Mr. Thao replied that he did not. <br />
