MINUTES <br />CITY COUNCIL <br />JULY 8, 2015 <br />indicated that while Facebook and Twitter have some overlap, there are <br />differences between these two forms of social media. <br />Keis felt that establishing a City Facebook page was a good idea, but felt <br />that policies and procedures should be put in place before the page is <br />launched. Keis stated that he had some concerns with administrative <br />access afterhours or on the weekends so that things could be posted during <br />those timeframes. He also did not believe the City had anyone in-house <br />who would have the expertise for this work. <br />McGraw indicated that his feeling was that the City's Facebook page had <br />to be in the City's name, and that Torkelson should remove himself from <br />ownership of the page. McGraw also agreed that all the policies and <br />procedures would have to be in place before the Facebook page is put up. <br />McGraw felt that all policies should be very tight to begin with and <br />indicate that once the City has some experience and knows what to expect, <br />those policies could be eased up on. McGraw commented that he does <br />like and use Twitter. <br />Torkelson reported that there is an option to integrate Facebook and <br />Twitter, but pointed out that Twitter opens the City up to another method <br />of commentary. The Administrator asked about the character limitation. <br />Torkelson stated that if a comment is longer than 140 characters, then <br />there would be a link between Facebook and Twitter. <br />The Code Enforcement Officer asked about banning people from posting <br />on the City's Facebook page if they consistently post inappropriate <br />comments. Torkelson replied that that can be done. The City would also <br />have the option of allowing or not allowing public comment on its <br />Facebook site. <br />There was some discussion about the need to respond to comments posted <br />on Facebook, with Fischer indicating his position that the City would only <br />respond if there was a need to. Torkelson agreed that there should not be a <br />lot of need to respond to comments. He also noted that Facebook would <br />allow the City to post matters for predetermined periods of time. <br />Torkelson also indicated that the City could post weather warnings or <br />matters of public safety. <br />Montour recommended that a committee be set up to work on policies and <br />procedures that will then be brought to the Council for action. Council <br />Members Torkelson and Fischer were suggested for the committee along <br />with Helander and another staff person. The City Administrator noted that <br />the League and some of the surrounding cities have model policies that the <br />committee can review in developing a proposed policy for Little Canada. <br />The Administrator reported that he would bring a recommended <br />committee back to the Council for ratification. <br />4 <br />
