MINUTES <br />CITY COUNCIL <br />JULY 8, 2015 <br />DISTRICT <br />SUPERIN- <br />TENDENT <br />CONSENT <br />AGENDA <br />PRESBY- <br />TERIAN <br />HOMES- <br />ARDEN <br />HILLS — <br />AMEND <br />2011 AND <br />2012 NOTES <br />the joint projects that the two entities have worked together successfully <br />over the years. Mayor Keis agreed that the School District and the City <br />have worked extremely well together, and indicated that Thein will be <br />greatly missed. McGraw congratulated Thein on his retirement. <br />Thein reported that Aldo Sicoli will be replacing him as the Roseville <br />School District Superintendent. Thein reported that Sicoli reported is <br />highly qualified and will be a great asset to the School District. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-7-135 -APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />*APPROVAL OF PARTIAL PAYMENT REQUEST TO ASTECH FOR <br />2014 STREET AND TRAIL PROJECT; <br />*APPROVAL OF PARTIAL PAYMENT REQUEST AND <br />SUPPLEMENTAL AGREEMENT TO FPI PAVING FOR LITTLE <br />CANADA ROAD IMPROVEMENT <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that in 2011 and 2012 the City allowed <br />Presbyterian Homes of Arden Hills to use some of its tax-exempt bonding <br />authority for a senior housing project in that City. As part of another <br />project, Presbyterian Homes will be refinancing these bonds, and the City <br />is being asked to authorize the amendments of these 2011 and 2012 Notes. <br />The Administrator noted that the refinancing of these Notes will not count <br />against the City's $10 million in bank -qualified limitation. He also <br />noted that this debt is not an obligation of the City. <br />Montour asked if the City would be receiving an issuance fee for this <br />refinancing. The City Administrator reported that the City received a one- <br />time issuance fee when the debt was approved, and would not on the <br />refinancing of this debt. <br />Montour introduced the following resolution and moved its adoption: <br />2 <br />
