MINUTES CITY COUNCIL JULY 8, 2015 DISTRICT SUPERIN- TENDENT CONSENT AGENDA PRESBY- TERIAN HOMES- ARDEN HILLS — AMEND 2011 AND 2012 NOTES the joint projects that the two entities have worked together successfully over the years. Mayor Keis agreed that the School District and the City have worked extremely well together, and indicated that Thein will be greatly missed. McGraw congratulated Thein on his retirement. Thein reported that Aldo Sicoli will be replacing him as the Roseville School District Superintendent. Thein reported that Sicoli reported is highly qualified and will be a great asset to the School District. McGraw introduced the following resolution and moved its adoption: RESOLUTION NO. 2015-7-135 -APPROVING THE CONSENT AGENDA WHICH CONTAINS THE FOLLOWING: *APPROVAL OF THE VOUCHERS; *APPROVAL OF PARTIAL PAYMENT REQUEST TO ASTECH FOR 2014 STREET AND TRAIL PROJECT; *APPROVAL OF PARTIAL PAYMENT REQUEST AND SUPPLEMENTAL AGREEMENT TO FPI PAVING FOR LITTLE CANADA ROAD IMPROVEMENT The foregoing resolution was duly seconded by Montour. Ayes (5). Nays (0). Resolution declared adopted. The City Administrator reported that in 2011 and 2012 the City allowed Presbyterian Homes of Arden Hills to use some of its tax-exempt bonding authority for a senior housing project in that City. As part of another project, Presbyterian Homes will be refinancing these bonds, and the City is being asked to authorize the amendments of these 2011 and 2012 Notes. The Administrator noted that the refinancing of these Notes will not count against the City's $10 million in bank -qualified limitation. He also noted that this debt is not an obligation of the City. Montour asked if the City would be receiving an issuance fee for this refinancing. The City Administrator reported that the City received a one- time issuance fee when the debt was approved, and would not on the refinancing of this debt.
