MINUTES <br />CITY COUNCIL <br />JULY 8, 2015 <br />RESOLUTION NO. 2015-7-136 — APPROVING THE AMENDED <br />AND RESTATED SENIOR HOUSING REVENUE NOTE <br />(PRESBYTERIAN HOMES OFARDEN HILLS, INC. PROJECT) <br />SERIES 2012B <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTIONNO. 2015-7-137 — AUTHORIZING AMENDMENTS <br />TO THE NOTES ISSUED IN CALENDAR YEARS 2011 AND 2012 <br />FOR THE BENEFIT OF PRESBYTERIAN HOMES OFARDEN <br />HILLS, INC. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />QUIET ZONE The City Administrator reviewed a revised proposal letter from Dave <br />STUDY McKenzie, SEH, for Railroad Quiet Zone Study Phase 3 requesting an <br />PHASE 3 additional $9,500 for this phase of the project. The City Administrator <br />indicated that it was his opinion that the additional compensation was <br />warranted given the extension negotiations that have been necessary with <br />MN DOT on the bond agreement as well as the agreement with CP Rail. <br />The Administrator reported that the 60 -day review notices have been sent <br />and this review period is now underway. The railroad has begun the <br />design work for the project, but has not provided a construction schedule <br />at this point. The Administrator hoped that some of the work could be <br />completed this fall with completion in the spring and the Quiet Zone then <br />put in place. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTIONNO. 2015-7-138 — APPROVING THE SEH RAILROAD <br />QUIET ZONE STUDY PHASE 3 PROPOSAL LETTER AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0).
