~L~RING & ~SSOCI~AT~S <br />T~UI NOG~I <br />April 7, 2005 <br />File: 650000E-0325 <br />Honorable Chairman and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 551 1 7-1 633 <br />RE: HILLCREST ACRES <br />CITY OF LITTLE CANADA <br />Dear Planning Commission Members: <br />As requested, we have reviewed the submittal package for the proposed Hillcrest Acres <br />development located in the southeast intersection of Country Drive and Spruce Street. <br />The submittal documents were prepared by Egan, Field, & Norwak, Inc. Based upon our <br />review we would offer the following comments. <br />Preliminary Plat <br />1. Drainage and utility easements must be granted along all lot lines. <br />2. The Developer should provide proof of access and parking easements for the <br />shared access point and parking. These easements should not be shown on <br />the plat. <br />Grading, Erosion Control, Utility Plan <br />1. Separate fire and domestic lines should be provided for each lot. The shut- <br />off for the water services must be within the existing street right-of-way or the <br />new drainage and utility easement to allow for City access. <br />2. A ten foot bench should be graded around the pond to provide access for <br />pond maintenance. The ten foot bench must be contained within the <br />drainage and utility easement. <br />3. A defined Emergency Overflow (EOF) point should be provided for the pond <br />and the area reinforced with erosion control blanket. <br />4. The outlet to Blackturn Pond should be extended to the normal water level of <br />the pond. Additional topography will need to be obtained by the Developer to <br />accurately show the construction and grading west of Spruce Street. St. Paul <br />Water will need to be contacted and an easement obtained for the crossing of <br />their property. <br />Concept Plan <br />1. Concrete curb and gutter will need to be installed around the parking lot and <br />driveways. <br />2. Handicap stalls will need to be provided based on ADA requirements. <br />3.
