M1:NUTES
PLANNING COMMISSION
JANUARI' 13, 2004
AMENDMENT- vehicles sales lots iu the B-4 District and eliminates these lots from the
RETAIL AUTO B-W and I-P Districts. The Planner noted that iu a previous amendment to
SALES the B-W District, the link was severed which provided this type of license
to roll over into the B-4 District.
The next ameudu~ent establishes a new type of license, that is a motor
vehicles and recreation equipment sales (indoor) license as a Conditional
Ilse iu the I-I Zoning District. The third vnendment re-establishes the
lin]< providing for motor vehicle sales lots (outdoor) as a CUP in the I-1
District.
With regard to the indoor sales license, the Planner indicated that the State
requires that any retail motor vehicles sales license have designated
vehicle parking areas, whether indoor or outdoor. The Planner noted that
outdoes' vehicles sales lots have been a focus of code enforcement activity
for the City. Requiring both indoor and outdoor sales lots to be allowed
by Conditional Use Permit in the I-I District provides the City with
additional control. The Planner indicated that the indoor sales license is
essentially an office function; but again, the State requires the
demonstration that vehicles can be stored on-site. Poi' the indoor license,
these spaces would be indoor spaces.
Duray reconvnended adoption of an ordinance amending Chapters 911
and 914 of the Little Canada City Code, known as the Zoning Ordinance,
by providing for motor vehicle sales in the I-'l, Light Industrial Zoning
,District, as proposed by the City Planner.
Motion seconded by Weihe
Motion carried 6 - 0.
CONDTI'IONAL Rick Igo, 3173-3177 Spruce Street, requested a Conditional Use Permit
USE P~EI2MIT- for a retail motor vehicles and recreational equipment sales (indoor)
3173-3177 license as just discussed. Igo reported that he renovates motorcycles on
SPRUCE STREET- apart-time basis and then sells the renovated bikes. "The bikes are then
Ri.CK IGO sold when the renovation is completed. Igo reported that he may renovate
and sell f ve or six motorcycles per year. He reviewed the site plan with
the Commission noting that his indoor storage area would be within the 16
foot by 40 foot office area shown on his site plan. Igo reported that there
would belittle storage at this location as well as very little customer
traffic. Igo indicated that to meet requirements for a State retail motor
vehicle sales license (indoor) he needs a sales office where sales records
are maintained as well as a designated indoor storage area.
-2-
