Rheaume noted that the billiard hall has a steady base of customers that are used to the present operation. He felt it unfair to Mr. Alriffi to change the business at this point. Rheaume suggested a six month review of the CI7P. Rheaume noted that there is no alcohol on the premises to be concerned about. Weihe agreed. Rheaume felt Ah'iffi should be given a chance to show he can run the billiard hall in an acceptable manner. Rheaume noted that there can be more problems at a Perkins after the 2 a.m. bar closing time than at a billiard hall. Melloy agreed with Rheaume's comments, and pointed out that this is an existing business that has been t'uwiing well and growing for the past five years. Knudsen asked the average age of Alriff's staff. /~Iriffi estimated ages at from 20 to ;0 years in age. Knudsen agreed that the City should not constrain the business at this point and should give Alriffi the oppotrtunity to run the business as successfully at Mr. Melloy has done. Knudsen felt a review period should be established for the CUP, and if there are issues that arise, they would be dealt with at that time. Duray stated that he was looking to prevent problems by suggesting the closing time be set at 2 a.tn. Duray felt that closing tithe eliminated a potential problem. Knudsen recommended approval of the Conditional Use Permit to allow a billiard/amusement hall as a commercial recreation use in the PUD Uisfrict at 2900 Rice Street as requested by Ahmed Alriffi subject to there being no alcohol on the premises, and allowing a a a.m. closing time, but posted hours to remain shown as a 2 a.m. closing time as is the current practice by Mr. Melloy.
