MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 10, 2005 <br />frequent c~istomer comes to the door alter 2 a.m., they are let in. M. elloy <br />indicated that business is not heavy from Midnight until 2 a.m., and <br />usually they are cleaning the billiard hall and waiting for customers to <br />finish their games. <br />Duray asked about background checks. The City Clerk reported that a <br />background check was done on Ahmed Alriffi and it was clear. A check <br />will be run on his father as well, but has not yet been done. <br />Duray asked if Alriffi would be serving food or beverages. Alriffi <br />reported that the billiard hall would have soft drinks and has applied for a <br />food license. There would be no alcohol served. <br />Barraclough indicated that the biggest concern is that when the ownership <br />changes the clientele may change. Barraclough hoped that Alriffi would <br />run the billiard hall in the same manner that Melloy has. Alriffi reported <br />that he has been working with Mr. Melloy to learn how he operates the <br />business. He has meC Mr. Melloy's regular customers and hopes to retain <br />them as well as draw in new customers. <br />Knudsen asked if a review period could be set as a condition of issuing the <br />CUP. The City 'Planner indicated that a one year review period is <br />common. <br />Duray expressed concern with the 4 a.m. closing time and suggested that <br />people leaving the bars who are intoxicated and looking for a place to go <br />would go to the billiard hall, Knudsen asked if Alriffi would lock the <br />doors at 2 a.m. as Melloy has done. Alriffi indicated there is the <br />possibility that he would change this practice and remain open with the <br />doors unlocked until 4 a.m. <br />Wojcik suggested that the CUP be approved with a one year review <br />period. <br />Iarraclough reported that when he has visited the billiard hall he observed <br />a younger clientele. Melloy agreed that most of the clientele is between <br />18 and 21 years of age. Melloy reported that he has been very diligent in <br />enforcing curfew laws and indicated that Mi. Ah'iffi would do the same. <br />Cru~few signs are posted throughout the billiard hall. Knudsen asked if the <br />bar crowd comes in at 2 a.m. Melloy reported that he has almost never <br />had the bar crowd come to the billiard hall after the bars close. Melloy <br />anticipated that with all the office development in the area the billiard hall <br />would begin to have more daytime customers. <br />Duray stated that he would like to see a 2 a.m. closing.
